Debbie Perkins, Chief Financial Officer

Mrs. Perkins, as CFO, has been with The Arc since 2003 and has revolutionized the accounting systems of the organization. She is responsible for the overall accountability of the financial management of the company and the accurate interpretation and implementation of policies related to these areas. Ms. Perkins has a BS in Management and Marketing from the University of Santa Clara, CA. She assists the CEO in the overall management of the organization and in the absence of the CEO, performs the duties of the CEO under the direction of the Chairman of the Board. Currently, Mrs. Perkins has taken on the leadership role of Interim CEO and will continue to lead the organization by serving the clients and guiding the staff.

Charmaine Ka-ipo, ETS Manager

Mrs. Ka-ipo’s experience in working with persons with disabilities has resulted in over two hundred individuals being placed in employment over the past twenty-four years. Ms. Ka-ipo joined The Arc in 1991 providing case management, evaluation, training and placement, and retention services. She has a BA degree in Fashion Design and Merchandising, as well as a minor in Business Administration from the University of Hawai`i at Manoa. Ms. Ka-ipo has been a life time resident of the Big Island, and a viable member of many community and business organizations. She served as the Chair of the Mayor’s Committee on Persons with Disabilities for eight years.

Meredith Catalini, CSS Manager

Meredith relocated to the Big Island in 2014 and began working with Arc of Hilo in 2015. She comes to Arc with over 20 years of experience working with developmentally disabled individuals. Her experience includes supporting adults in their own homes, day programs, work programs and more. Her career has included development of many programs from start up to fully running programs and leadership of a large successful organization supporting disabled adults. Meredith’s passion has been to use her experience to initiate change in supporting community inclusion of the disabled population and advocating for better benefits and service programs. Meredith received her Master’s Degree (Masters of Science – Organizational Development) from Pepperdine University in Malibu California.

Larry Davis, Commercial Services Program Manager

Mr. Davis holds a Masters of Business Administration
and his experience includes Sales and Marketing, budget preparation, public relations and procurement. He has worked for the County of Hawaii Dept. of Parks and Recreation and was the Aquatic Program Administrator for 11 years, implementing policies and procedures and enhancing public programs. Larry has qualified and competed in the 1996 and 1998 Ironman Triathlon in Kona.

Karen Chow, Human Resources Manager

Karen is a life-long resident of Hilo, Hawai`i. She graduated with a BA in Psychology from UH Hilo and later went on to earn her MA in Professional Counseling from Argosy University. She is a senior level Manager with 20 + years of experience in Social Services including Program Management, Employee Relations and Counseling, and 10 years in Human Resource Management and Safety Training. Her love of people and her easy-going nature make her the ideal HR Manager. Her passion includes working with this vulnerable population, raising her family, and her two adorable canine companions.

Troy Thompson, Commercial Services Supervisor

Troy joined The Arc of Hilo in 2013 as a Team Leader and Occupational Trainer. As Commercial Services Supervisor, he now provides quality control to our private and business contracts. His goal is to use his talents to train and empower our workers to enable them to reach their highest potential.

Matt Burke, Employment Training Specialist

Matt has been with the Arc for 5 years. He has worked one-on-one in the Personal Assistant program, as an instructor in the Adult Day Health program, and now works with our clients to achieve their dreams in the Employment Training program. Matt believes that what some call a challenge can easily be benefit if you look at it right. The sky is the limit for where our clients can go if they believe in themselves
